How Chinese manufacturers can win European public tenders
European public buyers publish their needs openly. What separates a watched tender from a won one is eligibility, form and local partnership.
A market published in the open
Hospitals, universities, utilities, transport authorities and governments across Europe buy equipment through public procurement. Above EU thresholds, their notices are published on TED, the EU's public procurement journal, from planning notices to contract awards.
For a manufacturer, this is unusual: real demand, with quantities, technical specifications and deadlines, visible before the competition is decided.
Know the eligibility context first
China is not a party to the WTO Government Procurement Agreement, so European buyers are not obliged to accept Chinese bids. Many still do, but some tenders restrict participation, and buyers may weigh origin and security.
In June 2025 the EU applied its International Procurement Instrument for the first time, restricting Chinese suppliers in medical-device tenders above €5 million. Very large contracts can also trigger the Foreign Subsidies Regulation, which requires a notification above €250 million. Checking these points before investing time is the first filter.
What eliminates bids
Most rejected bids fail on form, not on product: a missing European Single Procurement Document (ESPD), a certificate without the right scope, an unsigned declaration, a document in the wrong language, a late upload.
Tenders also ask for references, financial capacity, insurance and after-sales commitments. A local partner, as consortium member, subcontractor or distributor, often provides what a foreign manufacturer cannot show alone.
A practical checklist
1. Filter tenders by product, country and deadline, and read the eligibility clauses first. 2. Decide go / no-go with the full documents, not the summary. 3. Prepare a reusable compliance file: certificates, test reports, declarations, technical sheets in English and the local language. 4. Choose the partner structure early. 5. Plan backwards from the deadline and submit days ahead.
