Liquid cooling equipment in Europe: the rules to check before 2027

CDUs, cold plates and thermal fluids sit at the crossroads of several EU laws, and two important dates fall in 2026 and 2027.

Why the timing matters

European demand for liquid cooling is rising with AI workloads, and data centres from 500 kW must now report their energy and water performance under the Energy Efficiency Directive. Efficient cooling is a buying argument.

At the same time, two regulatory dates change the documentation European buyers will expect: the Cyber Resilience Act's reporting obligations from 11 September 2026, and the new Machinery Regulation from 20 January 2027.

The equipment: CDUs and pumping skids

A coolant distribution unit with pumps is typically machinery: until 20 January 2027 the Machinery Directive applies, then Regulation (EU) 2023/1230. Electrical parts bring the Low Voltage and EMC Directives, and RoHS restricts hazardous substances.

If a circuit's maximum allowable pressure exceeds 0.5 bar, the Pressure Equipment Directive may apply depending on volume and fluid. Rated capacities should always come with their test conditions: European engineers will ask.

Connected monitoring

Leak detection, remote monitoring and network interfaces make a CDU a product with digital elements under the Cyber Resilience Act. From 11 September 2026 manufacturers must report actively exploited vulnerabilities; full requirements, including secure design and update support, apply from 11 December 2027.

Thermal fluids

Propylene-glycol mixtures such as PG25 and dielectric fluids are chemicals under REACH and CLP. A non-EU manufacturer needs an EU importer or an only representative to register substances above one tonne a year, and safety data sheets and labels in each market's language.

Claims that a fluid is used by well-known brands are not evidence of compatibility. Buyers will ask for corrosion, material-compatibility and stability data.

Where to start

List your products' functions (pumps, pressure, connectivity, fluids, refrigerants), map the rules each one triggers, then close the documentation gaps in order. EUQIAO's readiness score gives a first map in five minutes; the full review is done with qualified specialists.

General information, not legal advice. Rules evolve: check the official texts and the conditions of each tender.
